Head Start / State Preschool

Head Start/State Preschool: Community Services Bureau (CSB) has 13 directly operated licensed childcare centers and 20 community partners throughout Contra Costa County;  all offering a variety of part-day and full-day early learning and childcare options for infants, toddlers and preschoolers.

Our program also offers Licensed Family Child Care Homes. These providers may care for infants, toddlers, preschoolers and school-age children in the providers home.  Family childcare providers offer planned play and scheduled activities that help children learn and grow in a healthy and safe environment.

Our partnership with a Home Visiting Program offers services to infants and pregnant women in the comfort of the family home.  This program features home educators that will visit your home once a week and offer learning activities and supports for parents and their infants.

Who Qualifies?

There are three factors to be considered when determining if a family or child qualifies for our childcare and early development programs.

  1. Age of the child:  At CSB we serve pregnant women and children from zero to five years old -  that are not yet old enough to attend kindergarten. 

  2. Eligibility requirements: Our program has a few different categories of eligibility.
       a. Income eligible – based on family size and gross monthly income in accordance to both State and         
           Federal income guidelines. Families receiving cash aid are also eligible under this category.
       b. Children or families experiencing homelessness.
       c. Children with an active CPS case, children at risk of abuse or neglect or foster children.

  3. Need for services: If you are applying for our full-day, full-year program, parents need to be either working, in school or training or incapacitated.  Documentation is required for all types of need.  The Part-day Preschool programs do not have a need requirement.
